The City of Riverside requests that you write a legal memo to outline a series of potential environmental regulations that could be developed to reduce the environmental impact of the proposed expansion by RRE International on the environment. The city does not want a series of recommendations banning the expansion, but rather a series of recommendations that regulate the proposed expansion so that it has the least possible environmental impact. The city is particularly concerned about the impact that the proposed smelter will have on the environment and the increased amount of energy that will be needed to run the smelter. The city believes that RRE International is considering building a coal-fired power plant as the new energy source for the smelter. The city is also concerned about the water discharges that will be associated with the smelter. Those discharges are planned for the Long Trout River, which is a recreational mainstay of the city and the city’s primary drinking water source. Finally, the city believes that the company wants to build the smelter in a low-income neighborhood of the city.
