FEMA’s whole community doctrine focuses on including exactly that and curbing a government centric approach. Consider how a whole community approach can be supported beyond the traditional emergency support functions and how other agencies might be able to support community engagement and involvement. Consider for instance how a mosquito and vector control district, water company, electric and gas utilities; etc. might support an inter-sector and -agency approach to disaster management.
